This increase has led to a substantial amount of global energy crossing borders not as an energy carrier, but being embodied in products. Next to the direct trade of energy carriers, GECO 2022 therefore sheds light on the trade of energy and emissions embodied in goods and services as the world decarbonises.
In 2021, all scenarios in energy outlooks represent current policies or enhanced ambition toward reducing global emissions. This choice reflects the desire for energy system futures that move away from the persistent upward trend in global CO2 emissions.
A profound reorientation of international energy trade is underway. This shift brings new market risks while addressing longstanding vulnerabilities. Many of the contours of this new world are not yet fully defined, but there is no going back to the way things were.
We estimate that market conditions and the energy crisis are raising the global average cost of electricity supply by almost 30% in 2022. The European Union is facing particular pressures following a tripling of wholesale electricity prices in the first-half of 2022 relative to the previous year.
The report benefitted from the comments, contribution and suggestions received at various stages of the report, in particular, from colleagues from the Directorate-General for Climate Action (DG CLIMA) and Directorate-General for Energy (DG ENER), and from JRC colleagues Francesco Dolci and Jacopo Tattini.
China is projected to become the largest net exporters of non-fossil electricity embodied in goods and services by 2030. The US is projected to become the largest net importer of non-fossil electricity by 2030. The EU is projected to be a small net exporter of embodied energy by 2030, before becoming a net importer.
